What does 'rogue' deck mean?

Rogue is a pretty loose term, but you can pretty much define it as any deck that isn't part of the current metagame--rather, a deck that an individual player comes up with that isn't a popular concept. It's hard to give an exact definition because many people consider rogues to be any deck that isn't highly successful in the current tournament scene, where others consider rogues to only be obscure deck ideas that have never been thought of before.
