No. A level up card is not a basic pokemon.

To clarify, a Level X pokemon doesn't have a "Stage". This means that cards that only search for a Basic (Such as Roseanne) or an Evolution (Such as Professor Elm's Training Method) cannot find a Level X cards, only cards that specify "a Pokémon" (Such as Bebe). They only get a stage once they hit the field.
