Ruling rotating and decked

what do these actually mean?
ive heard ex cards being referred to as rotating :s
and does decked mean the cards that come from the pre-constructed ones?

Decked: Running out of cards in one's deck, thus losing the game.

Rotating; With the format change, the cards DX-LM are all gone, so we attempt to remvove anything from said format.

Decked also means that the card is in a deck (like in trading forums) people often say that they have some cards decked(in their decks).
