Rotation Questions & Looking for a Cheap, Good Deck

I stopped playing right around the time Stormfront came out, so I know how the game works and such, I'm just not very familiar with the current meta. Because of this, I have a few questions:

1. What is the current set rotation?

2. What will the next rotation be, and when will it occur?

3. What decks are good, but cheap (please no $40 Landorus EX ;-; ) in the current format?

4. What decks are viable that use very minimal amounts of cards that will be rotated out in the next rotation? I would like to have a deck that will stay viable for a while.

A few things I've considered are a Fighting based deck with Lucario EX and Machamp (which I actually have quite a number of cards toward), and a deck with Seismitoad EX and Mountain Ring. I still have all of my old Rainbow Energy, DCE, Rare Candy, etc, so stuff like that won't be a problem. Mainly expensive Ultra Rares are what I want to stay away from, since I don't really want to take the game too competitively. I have Vanguard and Weiss Schwarz for that.

The rotation just happened, and it is currently BCR(Boundaries Crossed)-on.

I suggest Weavile(PLF), and Exeggcute(PLF) is the best starter deck. It uses a lot of staples which is what you need for creating other decks. It is fun to use, and can actually be built pretty cheaply if you cut corners.

If you want to go a more costly Pyroar is a good deck, and will stay in the format for about 2 years(assuming it is XY-on next year). I bought a lot of my deck for 30 dollars because I had a lot of staples.
