Help Rotation & Theme Decks?

For the purpose of making my question easier we will use the card "Professor Kukui" as the example.

The only booster set Kukui is currently printed in is base Sun & Moon.
However a recent theme deck Twilight Rogue contains Kukui for example.

Let's say the format rotates to become Forbidden Light on-wards, would Kukui be legal for Standard play?
 
The theme decks aren't a print source for cards. In fact the cards in the theme decks still have the set symbol from their original set, no the one the theme deck is associated with
 
In theory yes, in practice that's super unlikely to happen unless the next gen comes out between now and next year's rotation, since they'll probably just reprint it in a set between now and then (Hau's getting a reprint in Celestial Storm, for example) to keep it standard.

I'm not sure I understand what you're saying.

Cards in a Starter Decks have the Card ID information of that card's set of origin. Some preconstructed decks do have their own unique ID, but that doesn't sound like what is being discussed.. If the ID matches that of a previous release, it counts as that release for set rotation purposes.

Sorry, should have clarified. What I meant was that the Pokémon Company tries to make it so that most of the trainer cards they include in all the theme decks are Standard legal up to the moment the whole generation rotates, even if the Pokémon from earlier decks rotate. Since the "Draw 3 Cards" rival supporters are all but required by law to be in these decks, they'll time reprints so that they remain Standard legal for the whole gen.

In the Hau example, I was trying to illustrate how the card getting reprinted in Celestial Storm will also keep the older Hau legal for Standard play, since it has the exact same effect as the reprint. I'm predicting Professor Kukui will also get a reprint prior to SM11 when the 2019-2020 rotation hits, just like the professor cards before it but also because most, if not all, SM theme decks include it.

So while in this theoretical example yes Kukui would rotate, in a realistic scenario Kukui will probably remain standard legal until at least August 2021 because of reprints.

Perhaps a better question, then, is whether or not this will apply to some of the Pokémon in these sets? While the decks usually focus on Pokémon from the same set, "Tropical Takedown" actually grabs several Alolan Pokémon from past expansions. For example, I believe the Alolan Sandslash used is the one from SM - Guardians Rising. While it also released as a Black Star Promo, it is one of the Pre-Release Promos for that same set, so it would likely rotate at the same time.

It is late here and I'm feeling lazy, so I'm not sure how likely a future rotation would divide the SM-era sets or not.^^'
