what happenes when someone "purposly" forgets his prizes and then openes with a ray ex d and later in his 1st turn, he announces that he has forgotten his prizes and then the opponent takes a prize because of the prize card penalty rule and use ray ex d's special circuit for one energy

He should get a DQ, that counts as cheating.

Damage should be redused to the correct amount according to the real prize situation. Since it's clearly and purposfully done cheating, a judge should issue a warning and maybe even a prize loss.
