Ruling Ruling on Hydreigon-EX vs. Safeguard Ability.

I have a simple question that is becoming a complicated issue. It's about Hydreigon-EX from Roaring Skies and Carbink (Safeguard Ability) from Fates Collide.

The question is which effect trumps the other, Carbink's Safeguard Ability, or the effect of Hydreigon-EX's Shred attack? They both say they ignore each other so we were trying to figure out which Pokemon wins in this case.

Shred ignores all effects on the your opponent's Active Pokemon. Safeguard is considered an effect on Carbink, so Hydreigon-EX would be able to damage it via Shred.
