3-3 Donphan Prime (HGSS Phanpy)
3-2-3 Samurott Ability (#27 Oshawott & #29 Dewott)
2-1-2 Magnezone Prime
1-0-1 Serperior Ability (Snivy #1)
2 Cleffa
1 Tyrogue

3 Rare Candy
2 Pokemon Reversal
3 Junk Arm
4 Pokemon Communication
3 Pokemon Collector
3 Sage’s Training
4 PONT
1 FSL

4 Fighting
4 Rainbow
2 DCE
3 Rescue

Strategy:
Your basic Donphan/Samurott deck. Donphan takes early prizes with Earthquake, and Samurott cleans up later. Both pokemon tank with their bodies that reduce damage by 20, including earthquake. Magnezone is here for draw power and more type coverage if needed. Serperior helps both Donphan and Samurott tank and heals earthquake/rainbow energy damage. A few things I am thinking about are 1) Adding a Tyrogue somewhere, 2) Adding at least 2 switches, possibly more. Once catcher comes out then the reversals will be replaced. Thanks for any help!

Edit: Added set numbers

Personally, I've never found FSL to be particularly useful (although its probably my godawful luck or something stupid like that which is responsible for such a consensus). I would try running your deck sans FSL and throw in either a tyrogue (because you want to) or another cleffa. I'm not sure if the extra cleffa will prove useful but the extra hand refresh\walling couldn't hurt- or at least I don't think it will. Tyrogue is also nice for early game KOs against an opposing cleffa and possible walling is not too shabby. Hope that helps =)

Hey your deck looks preety solid all I would do to change it is this.

-1 Rare candy
-2 Sage's Training

+1 Junk arm
+1 PONT
+1 Tyroge

These changes are just small though and are probably unnecessary other than the inclusion of a tyroge. I personally think that adding a junk arm while losing a candy is a acceptable trade for this deck. This is because unlike most stage 2 decks your deck does not focus on getting stage 2s out turn 2 but rather wants to start with donphan and will want to reuse the candy late game.

-1-0-1 I think 3 stage 2 lines is a bit too much
-3 Sage's Training Never been a fan of this card, I've never needed it, and its taking up a lot of room
-2 Fighting Energy out of your three attackers, donphan requires the least energy
-7

+1 Rare Candy if you have 2 stage 2 lines always max this out
+2 Switch allows you to quickly switch to magnezone or samurott if something donphan can't beat (like yanmega) comes up
+2 Lightning Energy increases chance of magnezone attacking successfully, if you don't want magnezone to be a main attacker ignore this
+2 Water Energy by equipping this to samurott he will be able to deal more damage and OHKO Emboar.
