ok so sceptile pokebody says

Each Basic leaf energy card attached to your leaf pokemon provides 2 leaf energy instead.

now Tangrowth GE attack says does 10 damage for each basic energy card attached to tangrowth. so does that change to 20 now?

No. Tangrowth's attack says to count Basic Energy cards. Sceptile doesn't change the number of cards, just how much Energy each card provides.

i believe you but are you 100% sure becouse i have a reliable source that told me that it does count.

Power Whip
Choose 1 of your opponent's Pokemon. This attack does 10 damage for each basic Energy card attached to Tangrowth to that Pokemon. (Don't apply Weakness and Resistance for Benched Pokemon.)

It says 10 damage for each basic Energy card.

So say you have Tangrowth with 3 Basic Grass Energy cards attached. It doesn't matter if you have Sceptile allowing each card to provide 2, or 3, or a million Energy each. You still only have 3 Basic Energy cards attached. That's 30 damage.

Now, it's entirely possible that this is another mistranslated card that will get an errata down the road (and this may be what your "reliable source" is referring to), but until that happens (assuming it ever does), you have to play the card as printed in English. It says cards, so you count cards, not Energy.
