I would like to know if i can use Herbal energy as a effect of the ability of Sceptile "Nature and Heal", which allows you to attach a grass energy from your hand, since the identified icon of herbal energy is grass type. And if it is posible, it means it heals 60 from both effects? thank you

You may not. Herbal Energy states that it only provides Grass Energy while it is attached to a Pokemon. It provides nothing while it's in your hand, so it's not a valid selection for Nurture and Heal.
