Ruling Sceptile's Nurture and Heal Ability

The ability states that once during your turn you may attach an energy. If you do it heals 30HP to whoever you attached it to. Does this count as your attachment for the turn or can you attach a second energy as well?

Yes, the Ability lets you attach an additional Energy. It says, "Once during your turn, you may attach an Energy" as opposed to, "Once during your turn when you attach an Energy," which is what it would say if it did not let you attach more than once.
