Ruling Scizor and unown?

One of the attacks of Scizor SF says that if you dont have Pokémon with powers in play the damage is more, but what if I have for example an Unown Q on my bench then use its power to attach it to a Pokémon.
Does it still count as Pokémon with a power in play?

If it was on bench with its power when attacking, it would nullify extra damage from attack.

If it is attached, the power is no longer in play, the unown is now a tool.

Unown Q is a good card for a scizor / cherrim deck IMO.
 
Unown E is boss though you'd be surprised what an extra 10 hp can do, 1 unown E cost me a match when playing the mirror
 
If you turn Unown into a Pokemon Tool, does it count as Knocked Out and your opponent draws a Prize card like Electrode from Base set?
 
It's just using a Poke-Power to change Unown from a Pokemon on your bench, to a tool that you can attach.
