If your active pokemon was knocked out during your opponents last turn, would moving a benched pokemon to the active spot after that count as happening during your turn for the purpose of Scizor EX's Gale Thrust attack(As well as other attacks with the same wording and effect)?

No. Promoting a Pokemon after a KO happens before your opponent's turn even ends, so it would not satisfy the requirement.
