Ruling Scoop up a basic lv.x

Can base set scoop up pick up a basic level x pokemon, I normally wouldn't think this is reasonable but I read a ruling somewhere that when a level x pokemon is devolved both the level x and the pokemon that was leveld up are effected, so if it was a case where a pokemon is devolved and sent to the hand both the evolution and its level x go to the hand. So I wondered if there is a similar ruling in this case. Thanks for answers.

They're the same stage, same Pokemon, so the LV.X goes where the basic goes.
 
I frankly disagree. Scoop Up tells to choose one Pokemon in play, and then select its Basic Pokemon card on it. It then says to return the 1 Basic Pokemon card to your hand, and discard all cards attached to that Basic Pokemon. This, I think, includes the LV.X.

I looked in the Compendium, and didn't see any ruling regarding Scoop Up. However, the bit about the 'LV.X goes where the other card goes' usually has to do with devolving; Scoop Up is completely different. That is my take.
 
I have to side with DNA on this one, mostly based on the fact that a Level X card is not regarded as a "Basic" card. While in essence it could be a basic Pokémon, the card itself is never regarded as a basic - just as an unevolved Pokemon when in play.
 
I'm inclined to agree with PMJ. I don't believe that the LV. X card is "attached" to the Basic Pokemon any more than Gengar is "attached" to Haunter and (in turn) to Gastly.
 
I'm in agreement with DNA's position. The level up card is technically attached to the Pokemon it belongs to. If you had an evolved Pokemon and leveled it up, then used Scoop Up the level up card would get discarded because it is attached to the Pokemon. It wouldn't make sense for the ruling to change when using the card on a Basic Pokemon that is leveled up.~Mark
