Ruling Scoop Up Cyclone / Cacturne

Hello,

My first question is regarding "scoop up cyclone". Can it be used on active pokemon? For example, it I have a pokemon card in my hand, can I use scoop up cyclone on my active pokemon, and put down the pokemon in my hand? Can I use it on my active pokemon, and put the same pokemon back down, this way I remove all damage counters on it?

My second question is regarding Cacturne and protection cube. Let's say Cacturne is my active pokemon and has protection cube attached to it, and I also have one benched pokemon. When I use his attack "rapid fire needles", it says does damage to one of your pokemon, but does not specify active or benched. Can i choose Cacturne himself to be that pokemon, since he has protection cube and won't be damaged, or does the damage go on my benched?

Yes, Scoop Up Cyclone can be used on the active Pokémon.

As for Cacturne and Protection Cube, Protection Cube will negate the damage done to Cacturne.

Just to clarify, you'd have to put the Pokemon in your hand onto the bench first. Then, you'd play Scoop-Up Cyclone, and promote the Pokemon that was in your hand to the active position. (If you only have the single pokemon with none on your bench, and play Scoop-Up Cyclone, you instantly lose since you can't promote any Pokemon to active! We have a "no conceding" rule in my league, Scoop-Up is a cheesy way to get around that lol)
