Welp, the title pretty much explains itself. Am I able to discard a Strong Energy in order to use Scorched Earth's effect? It doesn't specify special or basic energy- just the fighting symbol.

You cannot. When in your hand, Strong Energy is just a Special Energy card that does not provide [F] until it's attached to a Pokemon.
