Let's say you use a celio's network. Can you play it from your hand the turn you get it? Many of my friends have different reasons, but Please tell me the true way to play the card.

I think what he's asking is, if you retrieve a Pokemon with Celio's (or another search card), if you are allowed to play the card you retrieved that same turn.
Or maybe not, I can't really tell. But the short answer to both questions is yes. Once a card is in your hand, it is legal to play as long as no other rule (one energy per turn, one supporter per turn, etc.) or effect would prevent you from doing so.
