Do secret rares count as reprints of older cards?

For example since this Chandelure Secret Rare was printed in Next Destinies and it has the same name, attacks and ability as the Chandelure from noble victories. Can I use the Noble Victories Chandelure in a modified deck?

Yes. A long as there is a version of the card in rotation, you can play all printed copies of it, par reprints where the wording has significantly changed. For example you could play terrakion NVI still due to the reprint in BCR, but not base set computer search
