You can get Leftovers in Castelia Sewers and trading with different people in the 2 different games. Life Orb is relatively cheap in the Battle Subway (24BP)

For Heatran and Meloetta, there isnt a way to get the right nature I want without cheating
 
You'll have a rough time trading for Meloetta, but you can RNG Abuse Heatran relatively easily in Reversal Mountain.
