Ruling Seismitoad, Cobalion & Tool Scrapper

1. If one of my benched Pokemon get knocked out by Seismitoad's Seismic Punch, will my opponent take a prize card?

2. If my opponent defending Pokemon has Silver Bangle, can Seismitoad attack with Seismic Punch?

3. Cobalion EX's Steel Bullet stated that this attack isn't affected by any effects on the defending Pokemon, does it mean it will by bypass Safeguard ability?

4. If there's 2 tools in play, can I choose to discard only 1 card when I use Tool Scrapper?
 
1) Yes. A prize card is always taken whenever a Pokemon is knocked out unless otherwise specified.

2) I think you mean Silver Mirror. It can attack, it just won't do damage to that Pokemon.

3) Yes it will.

4) Tool Scrapper says up to 2, so you can do 1. You can't discard 0 with it though.

2. Yes. If you meant "Silver Mirror" the answer is still yes. It will just do ZERO damage to the pokemon that has Silver Mirror attached. Benched Pokemon with Silver Mirror will also not take damage
