Ruling Seismitoad EX Attacking Safeguard Pokemon

On any pokemon with the ability Safeguard, the ability says: "Prevent all effects of attacks, including damage, done to this Pokemon by Pokemon-EX."

Seismitoad then has the attack Quaking Punch, which has something that does not effect the pokemon it attacks, so this could either be interpreted as an effect not done to the pokemon so it goes through fine, or it could be interpreted that it is an effect of an attack that is done to this pokemon and therefore is blocked by safeguard. So which is the correct interpretation?

The effect of Quaking Punch is on the player, rather than the Pokemon. Suicune only blocks effects done to itself, not the player. Quaking Punch does no damage, but still locks items.
