Seismitoad EX / Manectric EX

Is there a competitive Seismitoad EX/Manectric EX deck list? And is there a synergy between the two? Can someone give me a list? Please. Thanks in advance!

I don't really a snynergy betweenthe two of them. Sure, Seismitoad covers Manetric's Fighting weakness, but that's about it. You can't attach DCE to Toad by Manetric's attack, even attaching Water/Lightning Energy to a Toad/Manetric isn't that great. Manetric is a decent-good as a tech in a Toad list (how good or how bad depends on the decklist.)

I really don't think a deck based around one of these two (or the two) would be competitive.

I've seen a few people play with it, though it's usually accompanied by more stuff than just Toad. Lists usually play Suicune, Kyurem (both Plasma and Outrage) and Black Kyurem EX. There's a guy in my area that consistently makes cut with it, and he's even placed first at a few of them. I'm not sure if he plays Toad in his list or not. Can't remember, but I think not. There's also Manectric (no Mega) / Seismitoad / Garbodor. With Muscle Band and Laserbank, you can hit for 170 with Assault Laser. It's not as good as it might sound though.
 
I haven't heard of this, and to me it doesn't make that much sense.

As I understand it, people use Toad for two purposes: as an add-on to another deck to buy time to set up, or as the means to put a lock on the opponent and keep it on.

I don't think you would use M-Manectric Seismatoad along the first lines, just because M-Manectric is such a powerful starter itself. It's very plausible to hit a T1 overrun, a T2 assault laser and then a T3 turbo bolt, and also accelerate some energy. And you wouldn't lead with Seismatoad while building up an M-Manectric on the bench.

For proper lock decks, M-Manectric just doesn't seem a good partner. Because you need to quaking punch every turn people want something that can support from the bench (via abilities). That's why Slurpuff and Garbador are the most popular partners. And why people also look at Delphox and even Magnazone. These either increase the power of the lock, let you draw more cards to disrupt your opponent, or let you play more cards to disrupt your opponent.

My two cents, anyway.
 
Straight Seis/Garb's only real bad matchup is Yveltal EX (and for some, VG), Manectric helps with that.
