Hey Pokebeach this is a deck I've been wanting to use since I saw Rayquaza EX. So heres the list:
Pokemon(15)
4- Rayquaza EX
4-4 Eelektrik Line
2- Zekrom
1- Raikou EX
T/S/S
4- Professor Juniper
3- N
4- Bianca
3- Eviolite
4- Pokemon Catcher
3- Skyarrow Bridge
4- Ultra Ball
2- Revive
2- Level Ball
2- Super Scoop Up
Energy (14)
5- Fire
9- Lighting
Strategy- You want to just keep Dynamotor onto Rayquaza and using Skyarrow Bridge to attack everyturn with Rayquaza. Zekrom and Raikou are just alternate attackers.

You don´t really need Revives, if you wanna Pokemons back you can use Super Rod to do that (It shuffles 3 basic energy and any pokemons in to deck). It´s better, because with Super Rod you can bring your eelektriks back from discard pile

You have many attackers, so I think you don´t need Super Scoop Ups
You need Random Receivers, at least 2 to get Supportter when you need

You may do like this:
drop:
1x Revive
2x Super Scoop Up

add:
1x Super Rod
2x Random Receiver

Regural Rayquazas are really good choise with Rayquaza EX
Rayquaza does 40 damage with only 1 Lightning Energy, that could do donks sometimes

I don't agree with that. I have tested a deck very similar to this, and since you are running max elecktriks, you shouldn't need to get any back to your deck. Also, you won't need to get any energy back into your deck because your eels do that. I found revive works much better in the rayquaza/electrik decks i've tested. The major advantage of revive is the pokemon goes right back to your bench, allowing you to start dynamotering to the revived pokemon right away

Also, is this BW- on, because your only using cards from BW- on?

One Rayquaza Regural is from that Dragon Collection Set and the other one is Shiny from BW5
There you see that http://pokebeach.com/2012/01/all-dragon-selection-scans

Yeah. I've tested out this deck, and you need that to get rid of Garchomp. Also, your {R} energy count looks a little high. I usually only run 3, and I run some Cilan in their place. Also, you don't really need 4 Rayquaza EX, 3 should be plenty. I'd also suggest maxing out Super Scoop Up, since your bench will always be full with a proper setup and with the loss of Seeker, that's your only way of switching attackers.
