It won't see play, but it is a great troll deck. Maybe something like this:

4 Catcher
4 Juniper
4 Revive
4 N
4 Crushing Hammer
4 Enhanced Hammer
3 Tool Scrapper
And a bunch more cards.....XD

The card stinks really. Its attack is terrible, and its HP is crappy. It is thwarted by Garbodor, and Nincadas are probably easy to KO. Sure it is consistent, but then what? It does like NO damage and it dies to anything that is consistent. The card is worse than Celebi is next format. And Celebi is getting rotated.

I could see this being a troll deck in unlimited. Just get 4-4 Shedinja and a Vileplume line to prevent your opponent from taking prizes from catchered Nincadas.
