I just got a promo Palkia Lv.X today, and it is shiny! I first noticed when I compared it to Palkia GE, and then I went online and found that It is shiny!

Do you mean the card is shiny or it's a shiny Palkia? Though I've noticed that the Palkia Lv.X art, it's pink colour looks darker, making it look like a shiny Palkia.
They're all like that :/ The Palkia in the picture is darker and looks like it's shiny version from the GBA games. Think what you wish of it, but the card itself is not a shiny Palkia (as in Palkia* or something). It's just a picture. Good thing if you like it. I think it looks cool too.
