Is it the new UD promo or am i wrong?

Looks that way. Not a great card BUT I'd put one in a Meganium deck for giggles. Attach to Shuckle, move between Meganiums...yeah...

Could work in feraligatr. Attach 5 energy, and trans or ssu them back. Or maybe Raichu prime. Drawing one card isn't much, but its better than nothing.

Gatr Prime's PokePower Raindance attaches a Water energy to a WATER Pokemon, so can't work in this case.

All-in-all, I don't see how this can be a playable Promo...again.
