Ruling Shuffling rule.

Great question! This is an area where a lot of players don't know what they can do.
Decks need to be shuffled, and after any shuffle the other player is allowed either a shuffle or a cut. If the other player shuffles, the first player is again permitted a shuffle or a cut. If at any point one player cuts the deck, randomization is finished.
If I shuffle and offer my deck to my opponent who also shuffles, I do get to cut my own deck. Remember that a cut is making two piles and recombining them; anything more counts as a shuffle.
And of course if either player doubts that a deck is sufficiently random after a reasonable amount of shuffling, you should call a judge who will shuffle for you. No one gets to shuffle or cut after a judge, however
