Ruling Skyla Sleeves for Cities

Cities is in a week, during a visit to Japan I bought some Skyla sleeves and love them. Now i was told i can't use them because they're too shiny or something. I found an old post from 2012 that said they can't and can be used. I need some clarification before I sleeve the deck. They're the ones with the blue on the edges
 
The final call will be up to the judges at the event. The rules allow for solid colors and official Pokemon products only.

Are these the sleeves in question? This isn't the first time I've heard of judges not allowing these specific sleeves at events. The surface is quite reflective, and while I trust that you wouldn't try to cheat, players have been known to use the reflective surface to deduce the order of cards in their deck. While I personally believe that all official Pokemon products should be legal in sanctioned play, it is up to the Head Judge of an event to make the final call, as outlined in Section 2 of Play! Pokemon's TCG Tournament Rules on whether a particular sleeve design can or cannot be used. The rules do state that a reasonable amount of glossy finish is acceptable, but it's impossible to determine exactly where to draw the line; this is unfortunately one of those "gray areas" in the rules. If it was not the Head Judge who deemed your sleeves to be unacceptable, you have the right to appeal to him or her, but the Head Judge's decision is final and cannot be changed. Unlike official Pokemon coins and dice, the rules do not state that Pokemon sleeves are automatically deemed acceptable without Judges' review. As I said before, if I was making the call I'd see no issue with the sleeves as long as they're not marked, but I can't argue directly with another judge's ruling.
