Ruling Slaking - Dragon Blade. Ability: Sketchy Ruling

My apologies if this has been addressed, I've searched the forums and had no success finding an answer.

Currently the japanese translation of this card is as follows


Slaking – Colorless – HP150
Stage 2 – Evolves from Vigoroth

Ability: Sketchy
If the Defending Pokemon is a Basic Pokemon, this Pokemon can’t attack.

[C][C][C][C] Crushing Blow: 100 damage. Flip a coin. If heads, discard an Energy card attached to the Defending Pokemon.

Weakness: Fighting (x2)
Resistance: none
Retreat: 4

does that mean...

if the defending pokemon is a basic pokemon, that pokemon cant attack

or

if the defending pokemon is a basic pokemon, slaking cant attack.

If the latter is true, man this has to be the worst card released in our format EVER!

We don't really give rulings on cards that haven't been released in English yet.

However, there is definitely a difference between "this" and "that". "This" would refer to itself, so it would stop Slaking from attacking.
