can i use the blue arceus sleeves at tournys or not (example statws)
and how about the black proffesor sleeves

As long as they're not marked, or overly sparkly on the back. Pre-release sleeves are common, though they're not the best quality.

I've seen some people use the professor sleeves, and the Arceus should be okay. I've seen Professor at Battle Roads and Cities (Never been to States before, but I'm guessing they will be used).
 
There are fine and if you don't sleeve your deck well they give you sleeves, I sleeved my deck with marked up one
(by accident) and they gave me SV prerelease ones so don't worry.

Depends on your TO. we have a really cool one, so he gave this person a starter deck and some sleeves just so we can have a top 8 cut for cities. She just dropped, but still!

yeah it depends no your TO.

i was forced to buy overpriced sleeves though mine weren't marked.
