LVX's are considered to be the stage of which they Levelled from. So yes. To put it in a more extreme perspective: A Torterra that was brought back by Garchomp LVX's Rebirth, and then Levelled Up to Torterra LVX would be a Basic still and as such get the 20 HP boost.
