...I'm sorry I couldn't post a picture (I don't have a camera on me usually), but fortunately, this is a quick question.

So I received my packs for judging an Emerging Powers prerelease, and I managed to get 2 Tornadus, 1 of which is FA. (I pulled nothing else worth talking about.) So I open it from the pack, and on Tornadus' body, there looks like a bunch of very small irregular-shaped circles (like droplets), and they pretty much cover his body. Someone at PR also pulled a Tornadus FA, and when I held the card in the light, I could see the same thing - droplet-shaped things all over the Tornadus' body.

Is this normal (like it's part of the foil or something), or is this a special case?
 
From what I've heard there are issues with the cards akin to the first FA batch from BW, where there were two 'types' of prints around, but without having either seen it or having an english one close handy I can't quite tell if it's an erroneous print or simply a perchance of texture on what should be a textured card.

Or it's like FA Zekrom from BW who we thought was normal, but later it was being printed with a grey background instead of a black background. Also with FA Reshiram how the texture and gloss was different from the 1st print.
