Is Electromark count as a special condition? If not, how can we throw the mark away?

No, it does not count as a Special Condition & it can only be removed by using Tropius δ & either evolving/benching(I'm not sure which one)...

Benching doesn't remove it. Only evolving and Tropiud d.
