DPPt/HGSS Something wrong with my Venusaur

I hatched a timid natured bulbasaur ev trained it in sp.atk. and spe. but whent it evolved to venusaur it's speed was just 260 istead of 284. I'm totally sure i haven't made any mistakes in ev training. What could be wrong? What could have reduced it's speed so criticaly?

Pokemon99 maybe, but how? My torterra had overall IV's and venusaur all 31 IV's. And hatched bulbasaur has 31/31/31/31/31/7? That would be dumb but possible. All hatched venusaur stats are normal with 31 IV's exept it's speed. That's a big letdown. It was hard to get one.

Just check to make sure. It is VERY possible for them to not have good speed IV's though

Why don't you check the IVs?
How do you know the other IVs are 31?
