pokemon that require to discard certain energy cards, lets say jolteon ex. can u discard a multi energy instead of the electric energy card?

Also, if i attached a multi energy to eevee(unseen forces) can i bring out any eevee evolution?
 
The answer to both your questions is yes. To elaborate:

1. As long as Multi provides everything while the attack is being performed, you can choose it to discard.

2. Since Energy Evolution doesn't specify that you must find a basic Energy card, Multi will allow you to search for anything that evolves from Eevee as long as Multi can provide it (meaning, as long as it's not just Colorless).
 
For certain energy card (Lightning) are requested to discard. & any of the energy card are providing that energy will meet the request.

For example:

If you are ask to discard a Lightning energy, you may discard this following cards...
Lightning, Scramble (If you have more prize than your opponent), Multi (If there is no other special energy card attached to that pokemon), d rainbow (If that pokemon is a delta species), rainbow, double rainbow, Holon's pokemon....
