Strategy:

The strategy is pretty simple. Ideally, Miltank is the first active pokemon, and a Forest of Giant Plants is in the stadium slot, in order to get vileplume on the bench, item locking and powering up miltank within the first turn, ready for the attack ( if you win the coin flip opt to go second, just for the first attack. ) A muscle band should be attached to miltank before the item lock, or if the vileplume is KO'd or something else messes up the tactic, hex maniac can be used to escape the sticky situation by cancelling out vileplume's ability so you can use items temporarily. Rinse and repeat!
 
Since you have Giant Plant Forest you don't need Wally or Evosoda. Wally is a supporter and with Ultra Ball it can be easily searched out. Evosoda dosen't work on the first turn. Speaking of Ultra Ball you need more that 2. 4 is a staple in most decks that don't run Repeat Ball, Level Ball, Dive Ball, Heavy Ball, etc. I don't think you need any of these so you should run 3 because Vileplume will shut them off but you need them to get out Vileplume. Silent Lab is a waste of space because you want to have Giant Plant Forest in play. If you need another Stadium I think that Mountain Ring is better than Silent Lab. 1 Energy Switch isn't necessary because it usually won't be there when you need it. Also VS Seeker is still legal in XY-On so running 2-3 is a must. Lysandre, is a great card that needs to be included. Also, since it will take 2-3 Miltanks to get a KO Sacred Ash and Ace Trainer or Teammates are musts. Herbal Energies can only be attached to Vileplume and you don't want to be attacking with Vileplume so I think that you should replace them with some of the other cards I mentioned. Also since you can't use Items for draw, Shaymin can help for some speed.
 
If the plan is to item lock turn 1 then VS seeker is kind of a waste of space. Better to add supporters instead of things to grab supporters. idk how i feel about steven, but it works for this deck. It acts as a supporter search and grabs the 1 energy militank needs to attack.
 
Overall here are the changes I think you could make:

-2 Evosoda (Item and doesnt work turn 1)
-2 Hex Maniac (If your plan works you wont need items after turn 1 and you want abilities on)
-4 Herbal Energy (NintendoAlien already said this but herbal energy doesnt work on miltank)
-4 Wally (They'll slow you down in this case)
-1 Energy Switch (You have more than enough energy already)

+1 Lugia-EX will attack for colorless, and can hit higher numbers in order to snag a KO)
+2 DCE (helps with the attack costs of EXs)
+2 Steven (As Ivy_Profen said it allows you to search out your next supporter and an energy for Miltank)
+3 Shaymin-EX (to keep up consistency)
+2 Lysandre (good card overall)
+3 AZ (in case your bench becomes to full from Shaymin)
