Strategy:

The ideal setup of this deck is to have Mega Manectric active, with at least 1 Charizard on the bench. With Blacksmith, a DCE, and a Turbo Bolt, I can potentially attach 6 energy in one turn, which is more than enough to power up Charizard's Combustion Blast. Using Battle Compressor, Ultra Ball, Scorched Earth, and Pyroar (which I will get to in a second), there will always be enough energy in the discard pile to reattach with Bolt and Blacksmith.
Turbo Bolt does 110 damage. (Then the opponent takes their turn.) Afterwards, Charizard can come in from Manectric's free retreat and use Wing Attack to finish off the damaged Defending Pokemon (Wing Attack does 60 damage, 80 with a band). The following turn, Charizard can Combustion Blast for 150 damage (170 with a band, which OHKOs some of the format), assuming Charizard is not knocked out. Afterwards, Charizard can retreat into Manectric, and the cycle can restart.
I predict this deck will be VERY fast and hard to stop once it is set up.

Reasons behind certain cards:
Pyroar
The PHF Pyroar is a VERY good card in this deck - instead of using your supporter for the turn with Lysandre, all it takes is an Energy (which we can manipulate easily) to bring up a Pokemon of your choosing. I find it is more convenient than Lysandre, and more dependable. It also allows us to add in 1 FLF Pyroar, which can be vital in some matchups (*cough cough SEISMITOAD cough cough*)

Xerosic
Seismitoad/Garbodor. Enough said there. (We can discard it if we don't need it)

Reshiram
Suicune. Enough said there. (also a good secondary attacker which is not an EX)

When I ran my Charizard-Pyroar deck, it was a lot of fun. And It's good to see that you too appreciate Reshiram (Outrage) that can be so HUGE in certain matchups.

I would suggest you consider:
-2 Ultra Ball
+1 Pokémon Fan Club - in case you might be Item locked
+1 Repeat Ball

-2 Roller Skates - with 3 Scorched Earth, not really needed IMO; plus, you could get tails or Item-locked rendering the card very ineffective
-1 M Manectric - not really needed, IMO; plus, there are stil lots of good F Poké being played
+1 Professor's Letter - to search and get needed basic energy
+1 Energy Retrieval - to recover needed energy from your discard pile
+1 Lysandre's Trump card - to recover and recycle discarded resources

By the way, given the release of Primal Clash, did you ever consider a 2-2 Leafeon (PLF) line as an alternative to your Manectric line? (This would also free up 2 additional slots too.)

I don't understand this point. How is the release of Primal Clash a reason to add Leafeon PLF?

Addressing the skates: lol I know how easy it is to get a tails when heads is REALLY needed - at my friend's house I once got 13 tails in a row! Maybe I will take them out, but I added them in the first place for speed and non-supporter draw, because I would like to use blacksmith some turns.

I most likely will add in a letter or energy retrieval - thanks for that.

Addressing the leafeon: When I built this deck, I had speed and power in mind. Manectric powering up Charizard while doing damage was the point, not countering the meta. I think I will keep the original idea, but thanks for the suggestion
 
I think that a sacred ash would not be too terrible idea in this deck. Trump card would be bad because you want the energies in the discard for turbo bolt or blacksmith. However, if you are stuck with a lot of the wrong pokemon in your hand and you need to ultra ball for the right one or something gets ko'd early game, etc. then knowing that there's a sacred ash somewhere in your deck will allow you to not have that be a major setback. My suggestion for modification is removing the skates and adding a letter and sacred ash.

Hmmm... You may be right about the situational "I need a Pokemon that is in the discard pile," in past experiences Sacred Ash has been more of an inconsistency than a game-changer. I definitely will consider it, though, and I will be adding a letter or energy retrieval for skates.

Besides Seismitoad EX terrorizing the R Poke, as well as Item-locking you, Primal Clash Groudon and Kyogre are becoming quite popular, at least in my area. All 3 of those Poke are G weak and Leafon (PLF) provides a very efficient counter.

While that's all true, I dont think leafeon belongs in this deck - again, I'm not really trying to conter anything, just set up quickly and do big damage with charizard and manectric
