If I have a Special Dark Attached to T-Tar SF Then I use Spinning tail Does it do 40 to all my Opponents Pokemon? Thanks.

No on both counts. The text for both Darkness Energy and Expert Belt states that the added damage is only done to your opponent's active Pokémon. So the opponent's active would take an additional 10-30 damage, but the damage done to your opponent's bench is not increased.
