This isn't Speed Empoleon, this is Empoleon/Terrakion. They play very differently.

I'd like to know which you'd rather build before i give advice, in fear it's not what you're looking for.

Speed Emp generally plays Roserade too, and focuses an a T2 Attack Command. Terrakion is notorious for messing with consistency.
 
I dunno I don't really agree with Terrakion messing with things, even with him coming out as my starting Basic I tend to get the ball rolling pretty well, sure its annoying to have to waste a Switch just because he happened to be your starter but it's not that horrible.

I think that, and call me crazy, but Stunfisk is one of the BEST starters in the game at the moment. Being able to T1 donk Tynamos or hit their benched things at all is a nice way to start off a match.

I'm going to sound cocky here, but I think I run one of the best, if not THE best Speed Empoleon builds and highly recommend using what I have, that being said I'd do this to your deck

I know, you're probably questioning no Tool Scrapper, but I honestly just don't see room for it. I've playtested this a good amount against Garbodor as well and have found that you usually don't even need Emp's ability when facing that deck, it's just helpful. More ultra ball helps you search out better when Emolga isn't your starter, Energy Switch is really nice when you have energies on Emolga or Stunfisk but then don't want them on those Pokemon anymore. Fighting energy is good to have in case Stunfisk or Terra needs to attack late game and all your blends are gone, you can Super Rod fightings back where you can't with Blends.

I also agree!

A player took 2nd place at a BR running Empoleon-Terrakion-Stunfisk.
 
Oh and to further comment on some other choices because I know I didn't fully clarify on other choices...

-You only really need 2 Juniper because it should mostly be used as a last resort type of thing to begin with(for this deck at least). When you have Empoleon out/setup by T2 you don't need Juniper as much and for this reason, Cheren is the necessary choice. Being able to draw 3 to have more of a hand to throw things away with from Empoleon while still being able to keep your hand(if you have a good hand you don't want to give up).

-4 N is always a necessity. Even when you have a good hand, sometimes you just don't have what you'd like to see at that moment and for that N is just almost always great. Or even to screw with your opponent and such.

-Less random receiver mostly to make room for other things in the deck. Still, having a 4/4/2/2 RR line isn't bad at all as it essentially gives you 12 supporters.

-More Ultra Ball is necessary to be able to help guarantee a T2 Emp. This gives you many outings in Emolga, UBall, and of course supporters. UBall also works better than Poke Comm in most cases because you'll find a lot of times you won't have a Pokemon in your hand or that if you do it's one you don't really want to give up to begin with, UBall helps take care of this.

-More Prinplup to once again guarantee a T3 at LATEST Empoleon. Actually quite helpful in a lot of situations as well because by T2 you can have Empoleon and a Prinplup ready to evolve.

-Exp. Share isn't needed when you have Energy Switch not to mention they can be Tool Scrapper'd off. This deck also helps make Tool Scrapper an overall dead draw for your opponent.

-More Switch is needed since everyone is running 4 Catcher nowadays and your Terrakion getting Catcher'd and left to just sit there while they setup SUCKS. Always advise 4 for this reason.

-I want to say PlusPower is unnecessary but I can't completely justify this statement as I have not personally playtested it myself. I could see it coming in handy at some times but other times I feel it'd be best to have Stunfisk or the Fighting energies. Playtest with it though and see how it works out for you then decide.
