Strategy
Power up Lugia with Colress and Emerald Slash. Use the Grass Energy to protect from Statuses, and Umbreon to bump up HP.

I might want to run a few "tech" HTL. Anywhere I can put them?

I'd start by taking out one Colress Machine because the odds of getting at least 1 of your Plasma Energy by the time you get the final Colress Machine are high. I also feel 4 Float Stone is excessive. You should be ok with 2 considering how the deck works. Catcher isn't really something I'd recommend with the new rules. It is just too risky for the reward. I believe adding Ultra Balls would help add to the consistency and speed of your deck since you can search out any Pokemon. It also gets your hand size down for Bianca to be more effective.

I think Deoxys EX would help since it raises the damage your Lugia will dish out making it more likely to get an extra prize card.

If you want to run HTL, it isn't as good without using Virbank Gym. If it really is suppose to be a Speed deck, you should run Tropical Beach, but if you don't have them, it is going to be much slower with the new rules. You don't have it listed in the deck so I am going to assume you don't have it.

Yeah, I don't have enough to get Beaches, which is a shame, but I do like the suggestion for Deoxys and Ultra Ball. I think that I can cut down on a Colress Machine, as too often I end up with 1-2 of those cards being dead weight.

I would suggest another tool scrapper if not 2 more. Silver mirror would just ruin this deck. After you tool scrap the first one, you are pretty much out of options if another one comes out. I feel like the space in energy is kind of wasted. Im not really sure what the best way to run this sort of deck, but i feel like you have too much grass energy or the combination of DCE and Plasma just isn't going to need to have 8 grass energy as a 3rd energy acceleration. Maybe drop 2 grass making it 6-4-4 instead. Adding 2 more tool scrappers or at least 1 more.

Hmm, I don't know because in testing, once I run out of Plasma Energy, I need to attack with either Virizion or Leafeon, with the grass energy. I think that I do need more Tool Scrappers, but I may also need more Shadow Triad.
