With its poke-power, do you get to choose which pokemon receive damage, or do you simply have to choose whether to put a damage counter on ALL pokemon, or NONE at all?

You have to either put damage on all or none at all.
Which can come in handy if your opponent's Pokemon are near fainting...not so much if it is the other way around.
Why would you want to put damage counters on some but not all anyway?
I think when it says all that means your Pokemon as well. I'll have to go check though.

Ahhh. sorry I misread. It damages all pokemon both yours and your opponents as the card says
