Ruling Stage 2?

If I evolve pichu into pikachu, then pikachu into raichu, is raichu considered a stage 2 for the effects of other cards text? Example: Raichu attacks altaria ex from deoxys, does altaria ex's pokebody reduce damage?

If Pikachu evolves from Pichu, then Pikachu is treated as Stage 1 even though Pikachu's card clearly states that it is "Basic." Evolve that Pikachu into Raichu, and Raichu is treated as Stage 2.

actually, you are incorrect mateo, pichu -> pikachu, pikachu is now an evolved basic

pichu -> pikachu -> raichu, raichu is still a stage 1 evolution.
 
After thinking about it for a while, I realize that you're right.

It's just a Stage 1. Pichu is a Baby, evolving to Pikachu that's a Basic, evolving to Raichu that's a Stage 1. Or you can just skip the entire Baby process like in the GBA.
