Ruling Stalling Question

What is considered stalling?
1) Putting Wailord as your active as you build up your bench
2) Talking slowly and shuffling slowly

talking slowly and shuffling slowly is considered Slow play

this is Stall term #1 which is breaking the rules

playing wailord and building bench is stalling to get set-up

this is stall term #2 which is a strategy

to answer the question they are both considered stalling but for different reasons

actually, they are BOTH stalling... Wailord is legal. It is stalling in the game

Talking slow is stalling for Time, so you can win because you have less prizes left than your opponent

stall with shuckle, though. no damage from pokemon with special energys on them...

2 is a penalty. 1 is not.
