Standard Format in Regionals?

As a fairly new player in the TCG format, I was curious on when XY format will be in Regionals and future tournaments. As far as i know, most of the tournaments are in expanded format and not in standard. When will XY (standard format) be in major state tournaments except in local Pokemon League?
 
AFAIK, it was thought that the format was going to alternate between Standard and Expanded. If that still holds true, Cities and States woukd be Standard, but I've also heard that Cities might be TO's choice. I also wouldn't be surprised if Expanded just becomes the default format to match TPCi's competitive format with Japan's.

So Standard might be the norm in the next month or two?
