I'm thinking you could make a few playable decks with this. Really, any deck could use this as a Mewtwo counter. It's a cheap, splashable attacker with no retreat. You could also work it into dimensional valley decks to enable Starmie to match Pokemon with no energy. Combined with energy discard cards (hammers and the new Crawdaunt), you could manipulate an opponent's energy to match Starmie. Another (and probably better) idea is to pair it with Mewtwo. Starmie could hit the low energy attackers while Mewtwo X Balls the big ones (and DV makes even Psy Drive a valuable option in certain situations). Add in some Wobuffett's (to finish things off) and maybe a couple of Mystery Energy and you could have a deck.
 
That would be more of a "gimmick" deck. It all revolves around some weird strategy to do damage but can pull through every once in a while. I guess you could also call it a fun deck, but I would hope that every deck is a fun one :p.

Anyyywayys, someone mentioned KrookodileEX in the Deck Garage so that could be used after Starmie, because you need something in here that hits a little harder.
 
I was thinking of Starmie, Crawdaunt, and Mewtwo too. I think this deck could be fun, hitting for 90 for 0 if you use it correctly plus Starmie has a 0 retreat cost. Although either way its still a real mess if you aren't able to match up energy with Starmie so I'm not sure if these strategies will ever be particularly effective. I think this deck would probably work better as a Yveltal deck since Yveltal EX punishes higher energy pokemon more and can pass energy over to Starmie with Y Cyclone- but then Starmie doesn't really help Yveltal with the stuff that beats it.
 
I don't think that Starmie works really as the HEAD of a deck, but I do think it works well as a 2-2 Type Advantage attacker in Budget Decks. Think along the lines of Flareon & Friends, stuff like that. Because, seriously, Starmie is really strong at 90 with a Muscle Band off of anywhere from 3 Energy, to 1 Energy! The Free Retreat is also awesome.
