Strategy: Start with Manaphy and get Feraligatr out ASAP, then get out Starmie and attach a lot of energy and use cosmic cyclone for a lot of damage. (it's pretty simple) =/
 
Starmie is very frail and it's hard to get enough energy on the field to do lots of damage, and to be able to continually do that. I've contemplated making a deck similar to this actually. What I would do is try to fit at the very least a 2 1 2 pokebody samurott in the deck. Then I would try to add in 2 promo shuckles for draw power. Basically once you get shuckle down you just lay all your energy on him other than the 1 you need on starmie to be able to attack. I'd get rid of the 3 copy cats and add in 3 collectors personally. The faster you get your basics on the field the sooner you are able to evolve them, and you can use the basic pokemon for communication to grab the evolved pokemon you need.
 
You can't use Shuckle, because Feraligatr only attaches energys to water Pokémon and Shuckle is Fightning type.
 
Oh lame I guess I missed that part of his power. I would still at least suggest adding in a samurott line. That way you at least have a little tankiness and he would still go good damage with water energy attached to him.
