Ah, my first real card review...
1. How does the card stand on its own? Is it good, bad, or have potential? Is it worth being played?
I'd say this card is one of those cards that's good or it's bad; you love it or you hate it. On one hand, it has MASSIVE HP for a Stage 1, can't be afflicted by Special Conditions, can abuse special metal energies, has energy acceleration, and can do 100 damage for no drawbacks. On the other hand, it has one of the largest retreat costs in the game(Hello, Luxray), Gaia Crush is very expensive, and it has a weakness to popular new fire Pokémon such as Charizard and the new LEGENDs. To play Steelix Prime, you need to have a deck focused around it. You can't just tech it into a deck and call it a day.
2. What popular metagame decks is it used in?
I have almost zero knowledge about the metagame, so I can't exactly answer this well. My guess is that Steelix Prime, despite his well-deserved spot even as an underdog, isn't played.
3. What combos can you use it with? How so?
Well, Flygon RR and Magnezone DP combo with it. Expert Belt and Nidoqueen RR are necessities to keep this tank alive, which just might give it enough time to charge itself for Gaia Crush. I guess you could combo it with Ninetales HGSS to dump energies to put on Steelix with its attack. I can't really think of any other combos, though...

This is a perfect example of a great card that just happened to drop in on a format that's just not fit for it. In this case, the format is WAY too fast. I'm talking about donks, super sniping, spreading, disruption, all sorts of stuff that Steelix can't really do. But for what it can do, it outclasses many, many other cards in its ability to do so.
5. How's the artwork?
Well, I love Steelix. It's easily one of my favorite Pokémon, so for me, it's pretty much an instant 5/5. And I know that's what the Primes are supposed to be, but I'm not a big fan of the close-up...for that, I give the art a 4 out of 5.
