Ruling stupid questions

1. If a pokemon has a pokepower that allows it to change the active pokemon's type or something, can you that power if the pokemon which does that power is active? Ex: weavile sw
2. Say I have basic pokemon as my active one which has a body to prevent all effects of pokemon ex. My opponent's pokemon is aggron ex and there is no poke-body disableres in play. He then makes his aggron ex use megaburm. Which one would preveil?

Unless it says otherwise. Weavile SW places no restrictions on when you can use it, so you can use it anytime to change whatever Pokemon you have active (even if it's Weavile itself).

I assume you're talking about a Wobbuffet with the Safeguard Poke-Body, yes?

Prevent all effects of attacks, including damage, done to Wobbuffet by your opponent's Pokemon-ex

As you can see, Safeguard only prevents effects of attacks. So it does not stop Aggron ex's own Poke-Body from disabling Safeguard. Since Safeguard is disabled, the attack would go through.
