Since Compendium is down, I have a question. With Swoop!, can I remove Sealeo from Spheal, then use other part of effect to put Walrein ex on it like a rare candy?

You mean surprise, not swoop, right? No, since you have to complete all parts of the card, if you can. Since you just put a sealeo into your deck, you would be forced to grab another one (not nessicaly the one you just put in).
