Ruling Switch, then retreat??

A question about attacks that have the restriction:

"Pokemon #1" can't use this attack next turn..

Is this an "effect" which can be negated by retreating? More specifically, can I use Pokemon #1's attack and then next turn switch to pokemon #2, then retreat #2, bring up pokemon # 1 and use the same attack twice in a row???

If you mean like with aggron ex, i dont think that you can. you could bring up another aggron though.

Yes, you could do that. All effects go away if a pokemon is benched.
